I would like to change video card, I have an old 1070GTX, if I buy an "Asus dual nvidia geForce RTX 4060 Ti"
works with the drivers 452.22 ?

No, a graphics card cannot run on a driver prior to the release of the 4060 ti chipset. I invite you to read this post which is also valid for an RTX 4060 Ti, viewtopic.php?t=26746

Don't let you trick by the the 4er series. 2080ti is better than 4060ti or comparable and able to work with 452.22 and 3DVision.
