Cool capture!
My guess is that you made the image negative, maybe greyscaled it and finally adjusted the colors to give the nice nuance. There are probably a number of ways to get the same effect though. It looks like it's shot in the night but it's taken in the daylight right?

I used Sony Vegas 10 + the color corrector filter
Oculus Rift / 3d Sucks - 2D FTW!!!
