You can grab the latest DirectX redistributable from Microsoft's web site at:

http://www.microsoft.com/downloads/deta ... layLang=en

This is also the first version that supports DirectX 10 on Vista [or so I read somewhere].

Note that DirectX 10 is only for Vista. They said it would be a lot of redesigning to incorporate DirectX 10 for Windows XP.
