Thanks! it was constructed by the Soviet government as a forestry service fire watchtower ( a guy stands on top and looks out for fires) - it is still in use to this day for this "proper" use, and only one of the 2 overseers is "agreeable" (allows certain groups to do rope jumps in exchange, presumably, of some monetary amount during his shift)
